Richard Hooper has been asked by Ed Davey the Minister responsible for Post at BIS to update his original report published in December 2008.
Postaf broadly supported the original report with reservations, identifying specifically that there had been significant structural changes in volumes since the report was written some 2 years ago.

Postaf has submitted a brief response to the consultation.
At a meeting with the Regulator it has been agreed that early informal discussions prior to formal consultation would take place. Additionally it was recommended that initial consultation documents should define the process and timescales for that specific consultation clearly.

Royal Mail today announced their tariff for April 2010.
Social customers will see basic letter tariff increase by 2p/2p.
Most business mailers will see no rise and careful selection of product could see reductions in price. Many Large Letter, A3 and Packet tariffs will be increased by up to 4.2%.
Presstream and Big Book customers will see rises of up to 5%.

Postaf submitted a short response to the 28 day consultation on the decision and licence modifications for Royal Mail 2010 Price Control - copy attached.
Based on the Commissioner's decision Postaf accepted the licence modifications but went on to continue to object to the original rationale.
Additionally comment was made suggesting that Postcomm should review the scope of the USO if it considers that it is too expensive for Royal Mail to fulfill and that perhaps 1st class mail should be removed.

Royal Mail proposes to ask Consumer Focus to issue a Statement of Agreement regarding proposed changes to the Response Services Terms & Conditions under condition 7 of their licence.
Members are asked to review the three documents in the library (Royal Mail) and provide any feedback to Postaf by 24th November so that we may advise Consumer Focus appropriately before the end of the month.
Please note that since our last meeting Royal Mail have made some minor adjustments to the draft user guide.
